A public announcement went over various forms of media from the Governor's office:

Dockside Emergency Services and Medical Center is set to be fully operational by the end of August. The Watch and Fire Brigade Stations along with the promised gym are up and running. Any Watch or Fire Brigade personnel wishing to transfer in from another district are welcome to do so. New hires may contact the Governor's Office for information until Watch Commanders for the new facilities are in place. Anyone interested in a promotion to Watch Commander or to apply for the job based on service outside of Rhydin is asked to write or visit the Governor in person.

The Gym

The Dockside Gym for the Fire Brigade and Watch has a basement and two levels above ground.  The transparent solar paneled roof allows daylight into the second floor as well as storing the energy for future use. The exterior rear of the gym features a rock climbing wall to build endurance and strength.

The basement features a pool with two diving boards, 3 large jacuzzi hot tubs, 3/4 bathrooms*, changing areas, and laundry facilities.

Reception is on the ground floor along with a juice bar and various exercise machines. This is also the place for weight training, knocking a punching bag around, and sparring in one of the two available rings. To relax after a workout,  there are three sauna rooms and two massage tables.

Second floor has a spacious floor area that can serve as space for several sports including basketball and volleyball. Additional space is available for dance, aerobics, and yoga. Locker/changing rooms, additional toilets, showers, and laundry equipment are on this floor.

Fire Brigade Station

First and second floor are primarily the garage and maintenance area for firetrucks and paramedic vehicles. The remainder of the first floor houses office space including the Watch Commander's office. The second floor is home to a classroom, lounge area, 3/4 bathrooms*, and fully equipped kitchen with counter seating. The third floor is sleeping quarters with captain's beds and wardrobe storage. This floor also has several 3/4 bathrooms and a laundry room. The roof levels have solar panels and other equipment to allow this facility to be self sufficient in energy and power production. Panels over the sleeping quarters darken for privacy.

The Watch Station

The new Dockside Watch Station combines public work spaces with a comfortable space for rest and relaxation.

The basement level houses containment quarters for those that are a danger to themselves or to the general public. Each room has a private toilet and sink. The shower area is communal. A small area is set aside as a visiting area for those needing the advice of a legal professional or needing to visit with family. Also in this area are the kennels and veterinary care for the K-9 unit.

The ground floor is where most of the Watch's day-to-day work is done. Direct entry and exit doors have weapons' detectors. Two of the eight restrooms are readily accessible via a side entrance and before stepping through any of the detectors. The reception and waiting area has ample seating for those in need of assistance. There is a kids' play area to help occupy the little ones while their caregivers wait their turns. The rear of the building is general office space with one reserved for the Station Watch Commander. The Watch's lab has emergency containment doors in case of accident. Shower facilities are also located in this area in case of contamination. Attached to the lab is the Lab Chief's office which also has shower facilities. A briefing room and sketch artists' work area round out the features in this area.

Second level houses the Communications Section at the front of the building. The living and relaxation space on this floor has dining and sleeping space for 16 people plus four more diners at the counter. The fully furnished state of the kitchen and large dining area allow members of the Watch to fully explore their culinary talents. Five 3/4 bathrooms and one laundry room allow for refreshing clean up.

As with the other buildings in this project, the Watch station is self-sufficient with its solar power supply and climate control system.

The Dockside Medical Center is a full service hospital and teaching complex with a separate women's and newborn care building. Housing for staff as well as medical and nursing students is available nearby. The six floor primary care and hospital building houses a variety of services. Many opportunities for employment are available.

Mortuary preparation services are available through the medical examiner's office on Basement Level 2. The remains of deceased persons brought to the hospital and those that have died en route to or within the hospital will remain in the morgue until cause of death is determined and/or the deceased have been identified and claimed. Pharmacy, laboratory, imaging services, and the hospital's laundry are also located on this level.

Basement Level 1 houses the surgical and recovery suites. The chapel/mediation room is available at all times. Comfortable waiting areas include sleeping loungers and snack bar.

Ground floor services are the emergency room, primary waiting room and registration, child care for patients and staff, game room, and gift shop.

The Myria Graziano Pediatric Wing takes up the majority of space on the second floor. Due to concerns about children being removed from hospitals and other public areas, the wing is equipped with security doors to prevent visitors from entering and leaving without notifying staff. There are two emergency exits in the play area if there is need of an evacuation. Alarms will sound if doors are opened without a staff code. While such systems are not infallible, the goal is to keep the children as safe as possible. As an additional layer of protection, the halls and rooms are equipped with closed circuit cameras. The feed is viewable at all nurses' stations and registration/information desks. The nurses's station for pediatrics in located near the elevator at the rear of the building. While they do not appear on the floor plan, each of the children's rooms is equipped with an all-in-one bathroom.

The Peppermint Cafe and Sweets Shoppe serves soft drinks, coffee, tea, old-fashioned malts, floats, shakes, a variety of other ice cream creations, light meals, and snacks. The cafe is open daily from 7am-11pm, vending machines are available after hours. The classroom on this floor is for training of medical and nursing students.

The third floor has rooms for patients needing to stay over night or long term for recovery. Rooms are single or double occupancy. Each has an all-in-one bathroom (shower, sink, and toilet) with safety features to aid in preventing falls. The nurses' station is centrally located to allow easy access to all patient rooms, staff comfort facilities and break room. The therapy department including a small lab, waiting area, full bathroom, and staff kitchen fill in the remaining space.

The fourth and uppermost floor houses doctors' offices, a small snack bar, and provides access to the roof and helipad.

Staff Family Housing

Student and staff housing for the DESC is located near the hospital buildings. Staff family housing is a group of brick duplexes with two and three bedroom with 1.5 bathroom floor plans. Each semi-furnished unit has a full kitchen and dining area, first floor half bath with laundry facilities, large living room, and study.
